25% Cash Rebate - Fast & Simple

With their focus on audiovisual industry growth, Business Finland now offers a 25% cash rebate for film production costs accrued in Finland.

Brief overview

The Business Finland rebate is available for both Finnish and international production companies. Other audiovisual companies which produce parts of the production can also be eligible. However, government institutions or other State-owned companies are not eligible for the rebate.

The production must be based on cultural values and include artistic and creative work. A Finnish co-producer or a production coordinator who has a Finnish business ID is a requirement for the rebate.



Film cash rebate details

Eligible costs occurred in Finland can be maximum 80 % of the total production budget. Business Finland considers costs from the date of the rebate application registration until all required documentation has been submitted for a final decision. Business Finland pays out the rebate against actual costs.

The rebate covers goods, services and taxed salaries. Other costs may include travel expenses, producer’s fees, overheads or costs related to making the production more accessible for people with disabilities.

At least 10 % of funding for the overall production budget must come from outside Finland; from a foreign agent, distributor, co-producer or other private sector funder. Also, the financing plan must identify all sources of funding, sums and percentage of the total production budget.

At least 50 % of the overall production budget must be other than public funding defined in the Act on Discretionary Government Transfers (688/2001). Public funding refers to grants, loans and other financing, interest subsidies, rebates and other comparable financial benefit provided by the State, a local authority or other sector organization or an institution or foundation under public law, or paid from their funds, and aid granted from the funds of the European Community or other European Union funds, with the exception of aid provided through the tax system.

The rebate does not cover VAT, legal or financial services, marketing or distribution costs.

The rebate is paid out approximately 3 weeks after the final decision has been made.

Need not apply

Commercials, promotional products, reality and talk shows, music videos, sports events and training videos are all ineligible for the rebate.


The applications are first come, first served until the annual budget of 10 million euros is depleted. Business Finland recommends that you contact them when preparing plans for the production in Finland. The application itself is through an online service and requires a Finnish business ID (from the co-producer or production coordinator).
